The success of the communications industry as a whole depends on broadband capabilities that evolve as rapidly as other parts of the value chain. The case for broadband investment, however, is uneven and uncertain. This group explored incentives for both consumers and companies to invest in broadband advancement. A key area of focus is how the notion of personal broadband — where the connection is the province of the person, rather than the place — might evolve.
